Defining what the work must change.
A commissioning framework for turning a scientific-data question into an inspectable comparison, scope and practical development decision.
Proposed evidence-engineering direction | External sources and defined methods; scope, rights and delivery capacity to be agreed.
The decision rather than the document
Name the material, assay or modelling choice the work must inform before agreeing report length, source volume or another analysis programme.
A substantial report can still leave a buyer unsure what to do next. The proposed commissioning conversation begins with the decision: choose a material for a test, assess an assay operating condition, decide whether a model deserves validation or identify the source gap blocking a development proposition. The output should be designed around that action. A partner would define the current approach, comparator and useful result, then agree which evidence can inform them. This keeps the brief finite and commercially relevant, while allowing the scientific conclusion to be positive, negative or unresolved without changing the integrity of the work.
Examine the development decision
Defining what the work must change.
Open the sequence to examine what a development decision needs.
Identify the exact preparation, its source, and the properties a second laboratory must be able to reproduce.
Explanatory geometry · no simulated or measured performance
Using a working subset to inspect the method
Try the published atlas and rheology explorer as bounded examples, inspecting a source observation before discussing a buyer-specific evidence commission.
The published Material Evidence Atlas and the published rheology workbench provide bounded examples of source-linked interaction. Woodbridge et al. (2025) supply external numerical observations for the latter; these are not Bio experimental results. A prospective partner can inspect a source point, preparation context and derived expression before discussing a new collection. That is more concrete than promising a vast database or an unspecified analysis service. The working examples show how records can travel into a decision brief, while new buyer-specific curation, experiments and delivery commitments remain proposals requiring agreed scope, resources and source rights.
Specify the record the buyer needs to accept
Define an acceptance record a receiving scientist can reproduce, with preparation, units and remaining uncertainty preserved alongside the numerical output.
The proposed deliverable would name source records, measured quantities, units, conditions, transformations and unresolved fields. FAIR principles provide the basis for identifiers, provenance and explicit reuse metadata (Wilkinson et al., 2016). The receiving team should be able to inspect representative records and reproduce a sample calculation from its source. A useful acceptance task is therefore scientific as well as technical: the export must answer the defined question without hiding denominator or preparation differences. A correctly formatted file is not sufficient if the fields cannot support the comparison, and a compelling narrative cannot substitute for a traceable analytical result.
Keep the conditions attached to the result.
Make scientific records useful through source-linked comparisons, explicit units and a reproducible decision trail.
Agree exclusions before expanding the source search
Agree scientific exclusions and source-search boundaries before expanding the brief, keeping a targeted decision review distinct from a systematic synthesis.
The commission should state which preparations, endpoints, time periods and source types are included, and which are deliberately excluded. STRENDA illustrates the need for domain-specific assay information rather than a generic record checklist (STRENDA Commission, 2021). A bounded kinetic brief may require model and catalyst fields; a film question may require geometry and environmental history. The proposed scope would also distinguish a systematic synthesis from a targeted decision review. This protects the buyer from an apparently comprehensive deliverable whose scientific eligibility is unclear, and prevents the team from spending resources on source volume that does not change the application decision.
Source rights are part of the output
Attach intended reuse and attribution to the output, separating reading, redistribution and implementation permissions before considering paid source access.
A public-source comparison should retain the licence and attribution needed for the buyer’s intended use. Creative Commons’ CC BY documentation provides one permissive example with obligations, not a blanket permission for every record online (Creative Commons, n.d.). The proposed scope would distinguish cited reading, redistributed observations, transformed datasets and implementation rights. A paid source would be considered only when its permitted use and decision value justified the cost against open alternatives. No purchase or recurring access commitment is implied. The buyer should be able to identify what it may reuse and which separate rights or confidential agreements a later experiment or product route would need.
Match effort to an inspectable deliverable
Estimate the necessary review and analysis effort around an inspectable deliverable, keeping direct cost assumptions separate from price or promised returns.
A proposed fee-bearing scope needs a realistic work estimate and practical delivery capacity. The direct effort can be described as review time, analysis time and permitted source-access costs, while overhead and commercial terms remain separate considerations. No price, saving or margin is established here. A narrow deliverable can be more useful than a broad programme if it resolves the important uncertainty. The commissioning discussion should therefore identify which source checks and transformations are necessary, which can be deferred and which require another specialist or experiment. That makes the work concrete enough to review before a buyer or Bio commits resources.

A confidential route should have a purpose
Identify the private information genuinely needed for the question before proposing an NDA and a bounded confidential evidence discussion.
If answering the question requires a private formula, supplier agreement or unpublished result, the discussion can identify that need before requesting the material. A separate NDA and access scope would then define what can be shared and for which task. The public tool does not require confidential uploads and does not send a reader’s local question. This preserves a useful open scientific starting point while recognising that some commercially important comparisons need private evidence. An NDA is a step towards a bounded discussion, not proof of a partnership, an investment commitment or an available laboratory programme.
The next proposed comparison.
A finite source/comparison scope and an agreed evidence-delivery acceptance test
Accept the decision record and choose the next commitment
Accept the source chain and comparison basis together, then decide whether the evidence justifies another test, a narrower scope or stopping.
The proposed acceptance review would ask whether the source chain is recoverable, the comparison basis is clear and the remaining uncertainty has a practical next step. If the evidence supports a narrower test, the partner can decide whether to commission it. If it exposes an unsuitable endpoint or missing rights, stopping or redirecting may be the useful result. A recurring collection or API would need repeated buyer value demonstrated separately. The aim is a deliverable a scientist and commercial sponsor can inspect together, with a defined decision, finite scope and credible route to the next evidence milestone rather than an open-ended promise to keep analysing.

The decision behind the project.
Your intended application, present alternative and the constraint behind “Commissioning an evidence deliverable”. A useful starting point is the change that would justify another development step.
A proposed scope centred on a finite source/comparison scope and an agreed evidence-delivery acceptance test.
Agree the comparison, acceptance basis and responsible expertise before discussing a paid package.
Specialist methods and a defined contribution.
Bring relevant analytical or experimental expertise, a comparator suggestion, and the conditions under which your method could resolve this question.
A jointly scoped proposal could connect your contribution with a finite source/comparison scope and an agreed evidence-delivery acceptance test.
Define contributions, required access, independent preparations and permitted outputs before work or protected information is shared.
The commercial purpose of the next milestone.
Bring the application or asset thesis, the buyer you expect to value it, and the scientific or commercial uncertainty that must be resolved before another commitment.
The proposed decision record would connect the buyer question with a finite source/comparison scope and an agreed evidence-delivery acceptance test. It would identify what a subsequent comparison needs to demonstrate.
Demand, development cost, resources, rights and a decision-changing milestone would need examination. No financing terms or investment outcome are represented here.
What a useful comparison
would record.
- Define the record needed for “The decision rather than the document” and identify what is currently missing.
- Check the evidence behind “Using a working subset to inspect the method” against the proposed buyer decision.
- Retain the applicable source links, versions, method limits and the exact evidence needed before another commitment.
What the proposed
brief could leave behind.
- A finite source/comparison scope and an agreed evidence-delivery acceptance test
- A preparation, comparator and endpoint record tied to this question.
- A source-linked account of the evidence gaps, study assumptions and next review point.
