For formulation teams and ingredient businesses: a proposed evidence brief to decide whether a material deserves further investigation, and what a useful comparison would need.
Proposed offer · Scope, qualified review, delivery capacity, fees and timing to be agreed before work begins.
The proposed Formulation Decision Brief
One question. A decision you can explain.
For formulation leads, application scientists and ingredient teams deciding what to investigate next.
The question
Does the evidence for this material fit our preparation, formulation and intended use?
The proposed output
A concise decision note, source-linked evidence record, comparator rationale and proposed next experiment.
What to bring
Your application, current approach and the uncertainty holding the decision back. Non-confidential information is enough to begin.
Before work starts
Agree the scope, qualified reviewer, source access, delivery capacity, fees and timing.

Does a higher G′ justify an ingredient switch?
Illustrative decision brief · public data, hypothetical buyer question. A compact example of what an evidence-led decision can look like.

The buyer’s question
A formulation team is considering a polymer change. Can a higher published storage modulus, G′, tell it which ingredient to choose?
What the published measurements show
At 10 rad/s and 25 °C, the two source specimens have different measured G′ values. G′ describes the elastic part of the oscillatory response at the stated conditions.

What changes the decision
This comparison does not isolate an ingredient effect. A microgel and a finished body lotion differ in composition and preparation. These two rows cannot establish which ingredient would improve the buyer’s formula.
Keep the ingredient decision open. Define the actual candidate, incumbent and application requirement before commissioning a comparison.
What would a useful next comparison need?
With a qualified technical reviewer, agree candidate and incumbent preparations in a relevant formulation base, a justified measurement regime, independent preparations and an acceptance criterion tied to the application. If the question concerns a dried film, add an appropriate film endpoint; bulk rheology alone does not answer it.
Bring: Intended use, candidate and incumbent grades, available preparation records, practical constraints and the decision the evidence must support.
One application question gives the work a useful boundary.
Bring the intended use, the current alternative and the constraint holding development back. A brief could examine whether a published result applies to the preparation you can actually obtain, whether the endpoint fits your formula, or which missing information changes the next step.
A useful outcome may be a better experimental question, a characterisation gap to resolve or a reason to pause. No favourable result or ingredient superiority is assumed.

A record your team can inspect and use.
The proposed output connects each conclusion to its evidence.
The scope would define a concise decision note, a source-linked evidence record, material and preparation identities, a comparator rationale and a proposed experimental brief. Reported observations would retain their units, conditions and source location. Interpretation and proposed work would be labelled separately.
An agreed technical reviewer would check whether the sources and comparison support the conclusion. Missing methods, unclear material identity or absent uncertainty would stay visible in the record.
Giving the film question its own endpoint.
Choose a use case narrow enough to investigate well.
For a leave-on formulation, a team might ask whether a published water-related result warrants a deposited-film comparison against its incumbent. Preparation, dry loading, application conditions and the surrounding formula would shape that proposed comparison.
Absorption, water retention, release and behaviour after drying are different questions. The brief would identify which one the available evidence addresses and what a new study would need to resolve.
The application changes the question.
The applied layer, the conditions and the established alternative give the comparison its purpose.
Where an unresolved evidence gap changes a development choice.
Supplier support and technical databases may already answer the question. Croda Beauty describes formulation support and technical resources; SpecialChem describes information that helps buyers explore and screen options (Croda Beauty, n.d.; SpecialChem, n.d.).
A separate brief is a proposition to discuss when a preparation mismatch, conflicting endpoint or incomplete comparison remains unresolved. It would complement the buyer’s formulator, supplier and regulatory expertise.
The first enquiry is a non-confidential introduction.
We would first review the question for fit and identify the expertise, source access and delivery resources it requires. Any paid scope would need an agreed qualified reviewer, included preparations and comparators, deliverables, acceptance criteria, fees and timing.
The brief concerns appraisal of existing evidence and a proposed next study. Laboratory measurement, regulatory advice and finished-product claim substantiation require their own arrangements. Confidential information should follow a separately agreed process.
A next step your team can assess.
Judge the brief by the decision it makes clearer.
Could the record change the proposed sample set, identify an unsuitable endpoint or make commissioning requirements clearer? Those are the decisions to discuss. Savings, performance gains and commercial outcomes would require their own evidence.
If a comparison becomes worth pursuing, a Film Comparison Programme could be considered under a separate scope with the necessary people, materials and facilities.
Bring your formulation question.
A short, non-confidential introduction can outline the application, the current approach, and where scientific input could help. Scope and next steps would be agreed around the actual project.
